I was having the same issue, for weeks now. I fixed it today! I play on Xbox, so the specifics might be a little different, but this is what I did:

Go into game options in-game, make sure your EA account is connected. I had to accept a new user agreement. Game restarted.
Still wasn't working, so I went online to ea.com and signed into the website with my Xbox account info.
Restarted my Xbox, force quit TS4, then opened it again. Now I can claim my items!!

I hope this helps you! I was getting so upset watching the timer count down on the event.
