Elevators / Lifts Stuck and Cooldowns not working

I'm having trouble with elevators / lifts being stuck, frozen and not working. The lifts that move by themselves that is. I have also noticed that cooldowns are not working correctly either (i.e. I use an ability, then the ability does not appear in cooldown despite it just being used).

I got a brand new PC (MSI Trident 3), all other games work beautifully. I installed SWTOR on steam. I went straight into KOTFE CH7 and encountered this frozen elevator problem within the first five minutes of playing the game. Thinking that something may have gone wrong in the Steam install, I completely uninstalled SWTOR from my PC and instead installed SWTOR from the website. Launching the game, the same problem occurs - elevators are frozen half-way up or down, at the top or bottom.

I can see other players going into the lift area and disappearing, and speaking to others in general chat, nobody appeared to be having the same problem. I travelled to the fleet, reset the mission, then went back to the same area - still frozen.

I have already tried to do an uninstall and reinstall, I have tried the 'repair' tool/function too. I'm not a paying subscriber so I can't launch an in-game ticket. I have tried connecting to my phone hotspot to see whether it was an internet connection problem, and the same issue persisted.

I can't progress any further in my mission and it's become really frustrating as I really want to play and I'm not sure what else to try. Any advice/help would be appreciated. I've attached my DxDiag too.
