Per your question about connecting rooms of different heights...
When you have different rooms built on different 'blocks' (heights), there will need to be a one tile or more gap between them. If you want them to attach you have to make them the same level. If they're on different levels they'll need stairs to connect them for the sim to navigate between the rooms. You can, however, make a type of 'sunken room' on a first floor level, though it's a workaround and a bit fussy. This will also need to have stairs to connect for the sim to navigate it. I just made a video of a workaround way to make a first floor sunken room and make it usable for the sims by adding stairs to connect. Please see if this technique helps clarify a bit how the different heights in this case connect via stairs. I have a build in the gallery in which I made a section of deck (where the table is) that used a two different heights and connected them with steps. If you have Island Living and would like to place this lot on Sapphire Shores in Sulani to check how that area is made you are welcome to.
