NV driver 452.06 fixed it for me (downdated from 456.xx)
- @Calypt0 How exactly did you fix it?

Same issue on my end. Unstable frametimes and constant stuttering. Every mid-season update, this issue just "appears" out of nowhere. RTX 2060 and i5-6500 here... 120 FPS stable before the patch.
I had the same fps drop issue, with quite low GPU usage, and I was trying to diagnose it for days...
For me, the problem was caused by "Low Latency Mode" setting (in NVIDIA 3d settings) that was set to "ultra". It turns out that fps issue is gone by either setting it to "off" or "on", it just creates problems on "ultra".
It ran on "ultra" without any problems since that setting came out, but it started to be a problem for me somewhere at the beginning of October 2020. Not sure if it's driver or game related.
Hope this helps,
subkkonen- @ShinsoHD Same for me, even in the lobby 160hz instead of 240.
I believe they are aware of the problem, each updated update generates the same bug in the game of dropping fps and sttuters, and disconnect, I am getting used to it is the same thing always
Same here too. It was so smooth before it
