@VagetiosWell let's face it the better your internet connection, the better experience you're going to have in game. That said I think you should look to see if your internet connection can be improved at all. It might not be an option due to your ISP, hardware or location to the server. How ever it is worth a try.
The numbers on the website you provided us a link to are subjective to your location relative to the location of their test server. I run an internet connection test on servers in the EU, I'm going to get fairly horrible numbers. Simply because I'm in California. How ever if I run a test on let's say googles servers located in California I'll get better numbers. I know in the US you can run a speed test with google and I believe they will automatically use a server that's nearest to your location.

Can you play with your connection as is, sure. I have played on the EU servers with 150-170 Ping and packet loss going on. How ever I did not have much success because of the delay between what was going on in game and what was being displayed for me.
To give you an idea of what my numbers are in game. Ping is around 40 in game. Now on a test server Download speed is 115mbps upload is around 4.5-5mbps latency is 15ms and packet loss is 0. That is on a test server that is about 180 miles (289km) west of where I live. That is on my wifi.. If I run a ethernet connection I can get the speeds even higher.
