She DOES have a cooldown when flying. There is a fuel limit, and a minimum fuel to ignite the rockets.They increased the minimum fuel once since launch, and I could see the argument that it needs to be increased again because smart players feather that to be harder to shoot when taking high ground. But as noted elsewhere she's vulnerable when flying compared to every other movement character's methods where they can usually shoot.
The missiles are a tactical, by definition. They are technically worse off than the knuckle cluster. I'd argue instead that Bang and Gibby's ults need to do more damage, because they are too low compared to this tactical, which a much larger charge time. If you're not moving out of them when they are telegraphed, that's on you. You should not be pushing when blind.
The problem is, she has an overloaded kit, being both an Attacker and a Scout. Lore wise, and primary parts of kit, she's an Attacker. I think all Scout related perks should be removed from her. Done. Simple. Fixed. No more free skyward dive to avoid fights and get to next ring. You NEED to work with another scout.
