The Bistro kit is to be found in the kits section of the filter in build/buy mode just as all the other kits.
Does the kit show as installed in the EA app?

It doesn't appear in the filter. Neither it nor Riveria Retreat (which I do not own) appear when I try to filter my kits, but I can still find the items in the catelogue they just lack the Cosy Bistro kit logo, so I can't filter for those items, they appear as though part of Base Game. On the EA App it states it's in my library and I have no option for downloading the kit again.
