It looks like that nano can is really close to the wall. Perhaps it was placed with MOO? Have you tried moving the can away from that spot and then placing the wall covering? You can turn MOO on to put the can back or you can press the alt. key and drag the can a bit closer without using MOO, though you probably won't be able to have it in that exact spot using the alt key method.Edit: Well, I tested that and was able to place that wall covering with the nano can MOOed into place. :-/
Next questions: Are you building at 2A Jasmine Suites? If so, is it an apartment you downloaded from the gallery? It could be that the wall covering is conflicting with something else in the room that was modified using MOO and you may need to turn MOO on to overcome that.
I'm not using any mods and also it was a lot that was already placed down, I was able to paint it before and it was ok till I built a second floor and redone the roof but I already tried painting the wall after demolishing the roof and nothing still the same problem.
@BlackRose2300 Oh no, I didn't think it was a mod issue. MOO is short for the bb.moveobjects cheat. Which lot is this that you're changing?

Can you link to the Lot on the gallery? Perhaps the creator has used a debug item that is normally place in apartments and cannot be moved. Its this one from island living

I just played with that lot, added another floor, changed the roof, and couldn't repro the issue. Could you upload your lot that you're having issues with to the gallery? I can download and test it in my game. not sure how you do that
