It does not help any to create NPC Sims. Look for the ones saying Batuu Citizen when you hover over them. If you go to the Cafe they will start to show up shortly after.

- @jpkarlsen Once have one, what do I do? I have tried everything I can think of and cannot find a "Convince to.." option.
Read the task description. It tells you that you need some friendship.
- @jpkarlsen I am Good Friends with EVERY citizen in Batuu and have not ever seen the option. Also, it does not say where to find "Convince to..." it just says to do it. I have spent hours trying to pass this one aspiration task. I have scrolled through every conversation option countless times.
As I already wrote it can not be just any sim their description must say Batuu Citizen. After you arrive at the Cafe hover over those that arrive to see if it is one of the correct sims. You can also wander around the Spire Outpost to look for them but there will be none in the First Order or the Rebel hideout. While you can go around looking for them it is far easier to stay in the Cafe and let them come to you. And please remember to read the complete description of any task you have accepted.
