Have you tried forcing the game to regenerate a new Sims 4 folder?

If you remove the entire folder named The Sims 4 somewhere else, like onto your desktop for example, and then launch the game, it will be forced to re create all the sims 4 folders again. Keep your saves out of it for now. If it works and you can create a new save without noticing that issue, it may be that there is something wrong with the save.

Unfortunately I think I know the issue it is likely to be and I've dealt with it in a lot of my saves, and there isn't much that can be done. I believe EA don't even know what causes it, which could be why your case was closed despite being unresolved. 

All lots or at least many have the triangle with the exclamation mark, and then when you enter the lot, it gets completely wiped. Does that happen with you?
