One thing that i really believe that could fix caustic is make his traps activation range smaller and the gas range bigger, also always slow, armor denying slow is ridiculous, the biggest problems with caustic are that his skills are totally ignorable if you have armor, which you almost always have.
Iv'e been thinking the same. A damage buff isn't always what's needed though, but at least could use more slow or sight blur.
DoT stacking could also work. Caustic should be used as an Area of Denial character, deterring people to enter the gas but also punish people when caught in the gas, but NOT AS MUCH AS not having a countermeasure or a way out of the situation. Still, as it stands right now, people just don't give a * and keep fighting MID GAS. Even straight up crossing it and looting through it.
Doesn't have to be something drastic though. The worst part of Caustic's character right now is the gigantic hitbox he has, and that's the worst part of his kit.

I only think the needed buff is to stop letting people 1 shot his traps. It makes them useless.

His toxic gas should linger on those infected for a while after they leave the gas cloud. Gas should also ignore the armor and slow regardless if specimen has it or not.
His abilities are very CQC oriented and if enemy is caught in it he should be punished for it and not just slide out in 1 sec and he's fine.
What's the point of trapping if it does nothing?
