I think you perceive the R99 as broken because at least one person on three uses a no recoil cheat (based on my subjective estimations), which, coupled with the R99's high RoF makes it the perfect weapon.
It's not possible to laser someone at 50m with a R99, there's too much recoil even with a purple stabilizer, and even if you're really good at mitigating it by hand. Spend a little time spectating your killers sometimes, you'll see often they have NO recoil whatsoever and are always using a R99 or R301. Watch streamers too, most of them use this cheat too. Apex has really gone downward compared to when I played in S1.
