Both of your suggestions are plain bad. Being able to third parties is something intentional, and your suggestion is totally unfair and unhealthy.
Its up to you to know when you are going to be third party and to prevent it as much as possible.
If you get third parties 12 times in a row, its your mistake and you obviously just play mad aggressive and don`t care about anything else, and Apex is not just being the most aggressive on the map.
The only thing they should fix is the footstep, because this is a huge problem. Don`t know how the bullet noise reduction will effect the game, maybe they should think about this, but this has its positives and a negatives, so maybe thats the reason they are not doing it.
But reduce it like 10-15% would be a good suggestion i think. Or maybe just reduce it depends on the map size(depends on which zone you are) and if the zone is smaller, reduce the noise and so on.
Because when 3 teams left, everyone is camping because of this. If you decide to fight, even if you are far from the third team, he will hear and come and third party you, so its obvious if you wanna win, better just wait for them to fight and third party them. :D
