am i the only one feeling like octane's q doesn't increase ads speed?

I’m not sure if if his ADs strafe speed is also boosted but  I hope it isn’t. My buddy and I played chased one around for 3 circle rotations in Swamps until he killed us  ☹️ Only an Octance can catch an Octane. 2 sec cooldown speed is OP they either need to increase that time or make him chunk way more than 10hp a pop. I also had a teammate earlier that speed-snatched all the good loot and shields when we landed ALONE at Thunderdome.
