If I recall correctly, a large portion of voice actors have gone on strike / refuse to work as VA for companies that want to use their voices to train their AI models.
I don't really know the entire situation, best to read up on it, this might be a good starting point: https://www.reddit.com/r/apexlegends/comments/1ec6pje/sagaftra_calls_strike_against_several_major_game/
They did record a lot of voicelines beforehand, though it seems like those have been running out as well.
Newer content like Arsenals don't really have specific voicelines but rather use generic voicelines. Same could apply to the lore/character interactions. Now this hasn't really been confirmed yet as far as I'm aware, so there could be another reason for it, but I believe this to be the most likely one.

Of course EA wants to cut costs even though they could easily hire quadruple amount of VAs that they currently have.
Greed is their motto.
roundabouter Much like what XHelperZ had said, there's been a strike amongst the voice actors, (and in an article from GameRant, all of Apex Legends' French Voice Actors Have Quit).
I only hear the pre-existing character interactions now, such as:- Valkyrie & Loba (where they don't know how to talk to each other)
- Mirage & Crypto (where they make fun of each other)
- Fuse & Bloodhound (where they're all romantic to each other)
- Alter & Wraith). (where Alter randomly says "you can use a portal Wraith, a long... boring portal.. to the same world", when using a "go here" ping)
When it comes down to AI, I personally don't think it should be used to replace voice actors and/or artists of any kind, (but sadly, that's the kind of world we're heading towards).
