It would be too OP if it did nothing to teammates. I always hit my teammates (if they're already in range), because it's simply still worth it. Enemies lose shields, teammates don't. And also, I may be wrong, but I think the effect on teammates is shorter/milder.
I even think it may be a good idea to hit self too (so far I've been avoiding that) - lose some shields, but join the fight faster.
If you give out a warning, the teammates are also ready for it and they can adjust their aim, while enemies will be more or less still surprised.

Meh I'll keep zapping my teammates as long as we're mopping up those fights XD. I've never had that experience with caustic - he always feels like more of a hindrance than help with all that gas.
