Extra Shields

Has it just been happening to me or has this happened to anyone? You're in a team fight, you knock one person and then while they're crawling away you shoot them and suddenly you break their shields again like 3 maybe 4 times before you get to finish them? Is it a bug or are they just hacking? This happens to me almost every game.
