This is a thing i like tbh. Every player/team has is own way to play and cannot be expected to play all the same way.
I personally like to spend my 10 minutes looting at the very beginning and be ready for the battle more than get the 1st weapon i find and run into a fight having no chances to win.
Fair enough, most of the times i die anyway!
There are loads of areas with different looting levels and if i drop in a low level loot area i look myself before to engage in a fight!
Yes that is true. I used to think that the loot locations were somewhat fixed (i.e. skull town high tier loot) but that is not the case at all. I still don't know whether the loot areas are predetermined and static or they are generated per game.

I've landed at The Pit more than once and found bang average loot. Other times purple armour and top tier weapons. These scenarios were not while it was a hot drop.
