What's the point of Ash's tactical snare?

I would add that compare with other legends with throwable tacticals, ash's is very very lacking. 

Ash does barely any damage, doesnt hinder movement really (it's a joke really), and only affect one (if not upgraded). 

If you compare that with Fuse's, Ballistic, Valkyrie, Mad maggie's, they all do more damage initially with potential to do more, all but ballistic affect multiple people, and Valkyrie's is the worst offender since it does a lot of damage and slow you down for an easy picking. 

So please do something with ash tactical (and nerf Valkyrie's tactical). 

it's long been absolute garbage.
