What's the point of Ash's tactical snare?

It doesn't seem to do anything - whether I use it or it's used against me...

it offers enemies about 10m radius of movement, so the usual range of movement most fight with

if they walk to the edge of it (5m) it just snaps

How it COULD be good:
the radius needs to be a lot tighter, and maybe add slowing, as well as not snapping.

It really needs to hinder an enemies movement. When it snags you you can still sprint around and just run to the edge and it snaps - what's the point?
