Hi have same kinda issue and i should be eligibile but tried on my xbox account too and still have same problem and rest of team too.

This still seems to be an open issue.. I just checked and verified all the eligibility requirements and am also experiencing this error page (I have also cleared my cache and cookies completely) and all of my accounts are linked to my EA account
