There is a method. Basically, create a custom 4:3 resolution, like 1440x1080 for example, and set this as your desktop resolution (I recommend you use Custom Resolution Utility to force display scaling with the custom resolution), then copy these video settings:

And use these commands in your launch options: +mat_letterbox_aspect_goal 0 +mat_letterbox_aspect_threshold 0 +building_cubemaps "1"
Finally, hit alt+enter when the main menu loads and you should be in 4:3 stretched without black-bars. Note that you can't alt-tab after you alt+enter or the black-bars come back, but it's really good otherwise. So, just don't alt-tab while you play. I recommend you rebind the Windows hotkey for alt-tabbing to avoid doing it accidentally. You should also have your phone or another device with you, like a laptop, at your desk, so that you don't feel the need to alt-tab. Using alt+f4 instead of alt-tab isn't too hard to get used to, it doesn't take too much time or effort to restart the game and hit alt+enter again, but it used to be a lot easier and nicer to play stretched before. A simple config command that doesn't bug the menu out is way better, and I don't think it's right to remove the option. People are going to find ways to get around it anyhow and it's stupid to continually spend resources blocking it off if the objective is to avoid spending limited resources in implementing it. Respawn, please fix.
Alternatively, I've heard that having a 4:3 monitor (like a CRT monitor) basically removes the black-bars altogether.
