I strongly recommend not using R5 Reloaded as this will interfere with the game and possibly get you banned.
You also might want to try these troubleshooting steps to fix crashing on launch

The modded client in question is still a violation of the TOS and therefore could be grounds for banning an account.
Can't say if it's being cracked down upon, though it's definitely understandable for a lot of users to not recommend this.
