Apex Legends caps at 10fps no matter the settings

Recently I reinstalled Apex Legends, I had a big break from the game, had about 500 hours before. However, I launch the game and I am terrified by what I see, the game runs at 10 frames per second at all times, and nothing changes when I lower/heighten the settings. I even tried doing a clean boot, still nothing. Also I know it sounds kinda weird, but when I alt-tab into the game, the fps goes up for a second but then goes back to 10. I have no idea what to do anymore, someone please help.

I'm using a windows 10 pc with an nvidia 1050 and a i7-7700 and literally all other games work great, the issue happens only in Apex
