Apex Legends won't launch on Steam — Javelin AntiCheat reinstall loop

I can't launch Apex Legends at all. Every time I launch through Steam, Windows asks permission for EA Javelin AntiCheat. I click Yes, but then get an error saying Javelin is missing or incorrectly installed. I reinstall it, get a successful installation message, launch Apex again, and the same error returns. The game never opens.

What I've discovered:

  • Apex is missing from the Javelin installer's game dropdown.
  • EAAntiCheatService is missing from Windows Services.
  • Running sc query EAAntiCheatService says the service does not exist.
  • My Apex folder contains EAAntiCheat.GameServiceLauncher.exe, its DLL, and EAAntiCheat.cfg.
  • The launcher's digital signature is valid.
  • Windows Defender Protection History shows no related blocks.

What I've tried:

  • Verified Apex's Steam files.
  • Completely uninstalled and reinstalled Apex.
  • Restarted my PC multiple times.
  • Reinstalled Javelin, but the same error keeps returning.

PC: Windows 10 Pro 64-bit, version 22H2, build 19045.4651.
Apex installation path: S:\SteamLibrary\steamapps\common\Apex Legends

Has anyone found a fix for this? Why does the installer say Javelin installed successfully when Apex isn't listed and the anti-cheat service doesn't exist? Is there a way to fix this without reinstalling Apex again?

  • I am experiencing the same Javelin reinstall loop on Steam. My Apex installation is at C:\Program Files (x86)\Steam\steamapps\common\Apex Legends (Steam AppID 1172470). Apex does not appear in the EA Javelin installer game list (it lists other EA games, but not Apex), and the EAAntiCheatService service is absent. Steam Verify Integrity completed successfully; the game files and EA-signed EAAntiCheat launcher/config files are present. Running the Steam-provided EAAntiCheat.Installer.exe --noui --install --read-cfg failed (exit code -1), and an elevated launch attempt returned 0xc0000142. Windows Event Viewer records EAAntiCheat.GameServiceLauncher.exe 1.0.59063.0 crashing with BEX64 / 0xc0000409 at offset 0x76bdf5. The EA installer reports successful installation, but launching Apex still returns the missing/incorrectly installed Javelin error. DISM ScanHealth found no component-store corruption; SFC repaired bthmodem.sys and a follow-up SFC /verifyonly found no integrity violations, but this did not fix Apex. The EA AntiCheat Crashdumps folder is empty. Windows reports build 22631.2861 (Windows 11 build; edition shown as Enterprise). Could EA investigate why Apex is missing from the installer and why the service/launcher registration fails?
