Apex on steam fails to launch, error code 0xC0000409

Apex Legends on Steam fails in the EA Javelin launcher with 0xC0000409 before r5apex_dx12.exe starts. Apex was freshly reinstalled. EA Javelin Anticheat was uninstalled and reinstalled using the current EA installer. Apex does not appear in the Javelin installer's game list. Clean boot did not resolve the issue. Doing fltmc command prompt does not have eaanti cheat in the list of filters it returns, though there are not any other discrepancies in apps that are not supposed to be in that list. Please help this is very frustrating, I have ben trouble shooting for 5 hours to no avail.
