Apex PC won't launch: Javelin false positive, Driver Verifier is OFF

Apex Legends will not launch at all. The Javelin popup appears
immediately when I start the game. This began with the Javelin
migration (September 29). The same PC, same drivers and same OS ran
Apex normally with Easy Anti-Cheat for years.
Why I am confident this is a FALSE POSITIVE:
Driver Verifier is NOT enabled on this system. I verified this four
independent ways, including after a full shutdown and reboot:
1. verifier /querysettings -> reports Driver Verifier is not enabled
2. verifier /reset -> completes, no verification settings
3. bcdedit /enum {current} -> no /verifier entries present
4. Registry check under
HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management
-> VerifyDriverLevel / VerifyDrivers not present
Already ruled out on my side:
- No third-party antivirus or security software
- No kernel-level drivers from EA's known-incompatible list
- All overlays disabled (no RTSS, no OSD tools, no Discord/Steam overlay)
- Clean boot (msconfig) -> same error
- Verified game files, reinstalled Apex, reinstalled EA app -> same error
- CPU at stock, no overclocking
- Windows updated to the last available build for this OS
My account is NOT banned or suspended. The game simply will not launch.
Other players report the same error on these forums. I cannot open an
EA Help case because every topic returns "This issue isn't supported
by advisors".
