Same here, i got around 25 ping on frankfurt servers. On a good day it would drop to 15-18, but even then i get the kind of stuttering i described before.

  I am having the same problem. Even in the lobby my character takes like to 5-10 seconds to appear. And in game its always rubberbanding. It has been happening for like 10 days now...i tried a lot of things to fix it. I hope Ea/Respawn or whoever is responsible is aware of this.
