@xArmonx The last option seems redundent, and in most cases, it is. However, sometimes it's just needed. If to many things get corrupt overtime, theres a chance that it effects everything else. Ideally speaking, you should only really re install windows when upgrading, but even then you would do a clean install. However it would have to be a very tail end thing when you have no other options.
However, based on what you said your laptop is 2 years old. Which isn't old concidering the specs needed for apex are at a fair spot for most modern pc's Which are as follows :

At which point if nothing works, it might be time to start checking hardware or upgrading your laptop if the minimum requirements aren't met.
