Can I log in on my ps4 EA ID apex account on PC and play with all my content? ?

I've been playing apex on PS4 since it released, with cross progression & Account merging out I thought I could sign in with my ps4 EA ID account on my pc and simply log in with that EA account and play with all my content, aka, skins, currency's, etc... But that was not the case, I logged in to the account and I was at level 1 with no content just my old clan and friends. is this normal? is it bugged? I've heard not to mess around with account unlinking/linking so with that all said I'm kinda lost with this situation. The update states "Cross progression" and thats simply what I wanted to do, if it just needs time like they say it will release it waves that all I need to hear but I want to know for sure if i can play on the PS4 account on my Pc.... any help is appreciated.....
