Was that on this particular account? I don't see any cases here - even the ones you mentioned showing closed or speaking to an advisor through live chat.
Your best bet in this situation would be going through support directly - I see you'd mentioned that, but if that took place on a different account it may be worth seeing if that's available here. This is the same link as the webform listed here as well if you're not able to appeal from the Penalty History, so that could be worth a shot from whichever account is affected. We don't have any way to affect your penalty history status or escalate cases via the forums, sorry.
Yeah, I had to post from this new account because I couldn't access the forums on my banned one. The link you provided for the webform just redirects me straight back to the Penalty History page, where I'm stuck in an endless loop and still can't do anything.
I can provide the email and EA ID of my banned account (or send them via DM) so you can check it.
This should let you open a case directly, it has nothing to do with your penalty history unless you go back through the "Submit an appeal" reason -

Since you're needing to speak with support in this case, I would use something like Login issues rather than the appeal option.
That should at least get you to a point where support can take a look at the account to see what options are available, but I couldn't say what they'll be able to do from there - that will be the best way to try and have them get this in front of the ToS team if you're unable to do so, however.
I tried following that exact link and selecting "Login issues", but as you can see in the screenshot, it only offers the self-serve tool and does not provide any "Contact an advisor" or Chat/Email options at all. Is there any other category or a direct way to get a case opened so it can be escalated?
