I have this problem too, when you press it, does it only show run and just run in the task manager at a stable memory usage?
This worked for me:
Download older version of the app (9.something), let it update, but it will not work still. However, uninstalling that (updated) version and downloading latest version should work now. I guess I had it installed at some point and some app leftovers (after uninstall) prevented it from starting.

Now you have to go to your recycle bin and clean so there will no longer Origin exist as a file.
Restart your machine.
Install Origin as administrator https://www.origin.com/en-ie/download
