After downloading a new Windows 24h2, game wouldn't start.
I did another fresh boot, redownloading Apex, and the same issue happened.
I got an older ISO from a flash drive, Windows 23h2, redownloaded apex to a different drive, and the issue persisted.
DxDiag says I have the correct DirectX 12. SFC scannow, DISM all came back as working.
I checked my drivers using Autoruns and LSPFIX, not finding any issues.
I've verified my ram integrity.
I've disabled my antivirus, firewall, and enable secure boot.
I did not download any third party overlays, disabled steam overlay.
I tried downloading the game both on steam and EA play, with the issue persisting in both.
My gpu drivers are updated.

Finally solved!
I installed Windows 11 Pro N, which does not come included with Windows Media Pack.Upon installing the optional Windows Media Pack, it has been resolved.
You can also just reinstall the non-N version of Windows.
