Controller on PC fluctates when the FPS is uncapped

@EA_Kent found out that if I cap the fps at 180 or lower its working. everything above 180 and the sensitivity on the right stick is broken. (to low)
seen i have tested on 3 computers, friends and my laptop. same problem. and read about it on forums.

@Skillgjii @EA_Kent any word on a fix for this I have the same problem. Should easily be able to run 240 fps but on controller sensitivity feels slowed . Feels fine on M+K .

what is the optimal fps if you have a max set up and are using a controller? seems like the higher my frames go the more delay I have which doesn't seem right.
