EU Server 40ms in lobby 80ms in match

I have that issues since servers moved on different platform year ago. As before i was playing on Frankfurt mostly and sometimes on similar 40ms server. 

My Config : 
Ryzen 5700x , 32Gb RAM, RTX3090, NVME Samsung 980PRO , 1000watt power supply. As for now in Datacenters menu i see EU central and it shows 40ms ping, but when i go into a match in the moment i landed i got my ping raised by twice, like 65-85ms for no reason and everytime i use shielding, healing, spamming Valkyrie passive i got prediction errors icon for a second, so as in fights.
I switched everything in my apartments, cables, routers, bought most expensive ONT modem in my country with gigabit download speed. Check bufferbloat on cloudflare, removed all firewalls, flushed dns, replaced WIndows, updated drivers , switched realtek lan to usb externals, removed realtek lan devices, all possible ways to fix it. nothing helped.
Please, help me out.

I contacted my ISP, they say its something with Amazon side. On this Monday of March 16th i had best experience with smooth 50ms , but on next day it went back to 65-85ms pings with problems.
