Glad to hear that you were able to successfully recover the account that was hacked. Unfortunately, we don't have the necessary tools or records to support appeals here on the forums. If you feel that an action was placed on your account incorrectly, you'll need to follow these steps to create an appeal so our Terms of Service team can take another look.
If you've received an appeal-declined message, it means the team has found evidence supporting the ban. In that case, feel free to gather what evidence you can of the cheating taking place during the time when you didn't have access to the account, and appeal again. As long as the team doesn't respond with a message stating they consider the decision final, you'll still have an opportunity to appeal. Do keep an eye on your case history page, and the ToS team will reach out via email once that review is complete.
Just to clarify, since your account is banned, are you accessing Apex now on a new EA account that shows no skins and default stats? If so, that would be expected, as progress is stored on the EA account level and not on the device you play with.
