We're unable to assist with or review any account actions here via the forums, so submitting an appeal to have the Terms of Service team take another look is indeed the only way to have this reviewed.
With that said, if they've completed multiple reviews of a situation and declined to remove a penalty, that would be final and not something that can be changed through any other channels I'm afraid.
That would result in the message you're seeing and if a case reaches that point, unfortunately that would have reached the limit of how many times our ToS team can review our records of a situation while hoping to find a different outcome.
