I'm getting 400ms ping despite being connected to my best servers

hey ive been getting plagued by this issue for a bit now and i cant seem to fix it.

despite being connected to my closest server and on the titlescreen it says im supposed to be getting around 50 ms ping, whenever i actually get in a game it skyrockets to 400ms ping. occasionally it actually does go to a relatively normal ping (around 80) which confuses me even more to what might be the issue. ive tried restarting my pc, restarting my router, changing the dns and even uninstalling and reinstalling the game to no avail.
