This is actually not level 1, but level 501. The green background gives it away!
We increased the level cap back in Season 14 so you'll be able to level up to 500 a total of 4 times. You can read the following in our Season 14 Patch Notes as well, but this appears to be normal. 🙂
LEVEL CAP INCREASE
Players can now level past account level 500 through 3 additional tiers of 500 levels bringing the effective level maximum to Level 500 Tier 3. This increase adds 345 additional Apex Packs earnable via account leveling, and ensures that everyone can earn an heirloom just by playing the game. The total number of Apex Packs earnable via account leveling is now 544.
It looks like your Steam account was just linked to your EA account earlier this month. Since that was linked after the October 26th cutoff date, no content from that account would be merged.
Additionally, content from separate EA accounts cannot be merged or combined. If you unlink an account to move it, that will result in lost progress.

In this case, while your PlayStation was a higher level account, it looks like you've unlinked it from the original EA account and have linked it to your current account instead.
Progress is stored on the EA account, not individual platforms, so unlinking an account to move it will not transfer the progress. If you're wanting to restore the progress on your PSN account you would need to re-link that to the original EA account where the progress was made.

There is not a way to select a different primary account, sorry.
Today, the cross-progression prompt came up on my PC. I was excited considering I would be getting my heirloom, levels, and cosmetics from my Xbox account. Unfortunately, the 2nd prompt (the one that shows which accounts are merging) didn't pop up. Then, I noticed that nothing changed and I was still on my fresh PC account (level 16). So, I booted up my Xbox to see if anything happened. For some reason, Apex merged my PC Steam account with all of my other accounts. This effectively wiped my Xbox (my primary account) completely clean. I lost all of my cosmetics, my badges, my levels, and my Octane heirloom. I never unlinked my Xbox or Steam account off of the EAID I've been using since Apex's launch, so what could have caused this? Is there any way to revert it?
