Lag Spikes/Game freezes

hello, i've been having this issue for quite a while now. i don't know if it's my graphics card or if it's a server issue, or even if it's both at this point. before i launch the game in data center it says Frankfurt 1 - 42 but in-game i get average ping of 90. now to the actual problem; i get random game freezes and when it unfreezes i see a ping of 125, sometimes 200+
