Launching Error (0xc0000142)

When I launch Apex from Steam I get the error as followed: 

r5apex_dx12.exe - Application Error

The application was unable to start correctly (0xc0000142). Click OK to close the application.

I have already verified the files on Steam and am now unsure what could be causing the issue.
