Linking cross progression reset account

From what you described, this does sound like an account-linking and cross-progression issue. In Apex, progress and unlocked content are stored at the EA Account level, and cross progression does not merge progress from different EA Accounts together. If a platform gets linked to a different EA Account, it can make the account look reset or make content appear missing.

If your friend was helped before, it was most likely around getting the platform re-linked correctly rather than restoring progress from a different EA Account. 

A couple of things worth checking:

• Make sure Steam is connected to the exact same EA Account.
• Avoid unlinking and relinking further unless you’re certain it’s the right EA Account, since that platform links may not be switchable right away, and progress won’t transfer between EA Accounts. 

If it still doesn’t look right after checking that, I’d recommend contacting support through the webform so they can review the account-linking side more closely. These pages may also help:
