Long Time Problem :(

I suffer from this only in APEX, I did everything chat said, i contacted my ISP for like 3 weeks and ongoing, even went and bought a new Cat6 cable just to make sure this wont happen. But it still does. Its very annoying when in Start Menu it says EU_Central1 60ms when i load in game ping goes craycray with no background apps open. I even limited fps to 240 (360fps monitor). ISP provides me with 500mbps download and 20mbps upload (Their cap).

This persists also in Practice range, sometimes it doesnt even let me get in (error code:leaf) it says.

 
I uninstalled the game with all the  files and redownloaded but still, download loss isnt always as in picture but most of the time loss stays like 0/60 10/60.

What can I do else because i dont know?
