Progress is stored on the EA account level, not on individual platforms like PlayStation, Xbox, Steam, etc. This means if you link your platform to a different EA account, you'll lose access to that progress and it will appear to have reset. It looks like that may be what happened with the Xbox account in this case.
The EA account you're posting with is not one that's been used for Apex in the past, so if you had previously played on Xbox, that was linked to a different EA account at the time.
If that EA account is one you're no longer able to access, it would be best to contact support directly so they can try to help locate and verify your original EA account. You'll need to get your Xbox re-linked to that original EA account to try recovering any missing progress or content.
