Your account progress would be stored at the EA account level, rather than your Steam account. Linking that to a new EA account would not carry your progress over to the new account.
In this case since you're not able to log into that original EA account, it would be best to get in touch with support directly so they can help recover and update that original account, then re-link your Steam back there instead.
