My APEX game account game data has been cleared and has become level 1

You can create a new case here and select Game Support > EA Account > I need help with my hacked account so they can check into this with you.

It sounds like your Steam was unlinked from one account and re-linked using a different address. Any time we start including linking/rebinding accounts as you mentioned, that can result in a loss of data.

We have some additional details about that type of situation on this page, but ultimately the only way to try correcting this would be to re-link all the original accounts.
