My movement speed is going in slowmotion on one account only

My characters movement is going in slowmotion on only one account, I have reset settings, reinstalled the games 3 times and clean windows installation and nothing. Here are videos taken from the sam...

    @SomedaysDreamers It looks like sprint just isn't activating. Do you have AutoSprint toggled on or off?

it was off, don't remember changing it and it should have been an obvious place for me to check, please delete this thread while I go hide in shame.
