Packet loss after suspension

I received a 3 day suspension on my main account, made this account to play while waiting for suspension to be over. Making a new account after a ban is allowed by TOS. For some reason though, after logging into this new account, I am getting really high packet loss on all servers, usually about 20%. Is this typical behavior after receiving a suspension on another account?
