[PC] Periodic severe frame pacing/stuttering while FPS remains near cap

I have the same issue so does exactly 82 other players in my discord. Hyper threading is disabled that still did not work. I have a i5 14600k, 5060ti 16gb, 32gb ddr5. This is the second time We have had a performance issue this year and no fix no words. The game is finally coming back but theyll lose it and hopefully realize they need to focus on what they need not what they want.
