FeloniousPunk Seems to be an issue with the challenge itself, (as mine was also stuck at 68 at one point).
I had found luck with directly hitting the player with a grenade first with the impact damage, and then letting them take the explosion damage.
Thanks for the response. I don't know if it'll work for you but I was suspicious because of the dropped games. I switched servers and that seemed to fix everything. No more dropped games and the challenge registered my (admittedly not amazing) ordnance damage. Wound up being able to pass the challenge.
Posting that not to boast but in case EA_Mako checks in. I tried sending them a message but never got confirmation that it was sent ...so I either spammed them with a couple or none. :/
Oh, and not to disagree with the advice you kindly offered but it would be really unlikely that I was directly hitting players with the grenades. ( I have a hard enough time doing that with full-auto ) So in my experience the splash damage was kicking in as expected.

Interesting to hear it cleared up after switching servers, was that another in the same area or a different time zone altogether?
