There is a huge issue with fullscreen at the moment. On top of completely random FSO settings it sometimes wont play in true full screen and applies considerable input latency, even when it looks like it is FS. FPS is all over the place and makes no sense after 100 hours testing different settings, it must be a bug or code error

I made a detailed post on the issue. 

Wait for patch is best bet
